In this instance, since QUALCOMM is a significant owner of NextWave, even QUALCOMM isn't losing as they have done on other spectrum payments. Not as much as usual anyway. QUALCOMM has lost vast riches by underpricing royalties with the biggest underpricing in China where spectrum value is greater than anywhere [assuming continued economic development there].

If it's true that Q! let Zhu and Jiang con them into 2.5% royalties, they have agreed to a vast transfer of wealth to China [in the form of the spectrum owners whoever they are].

QUALCOMM is the big loser. That's me! And you, you looser.

PS: I realize this is missing the point that you meant the specific allocation of the spectrum in this particular case, but it gives me an excuse to bleat again about QUALCOMM's low royalties.
