Assuming you are working with a CRT monitor, you might try degaussing it. There should be a symbol with a magnet or some such thing on your monitor menu. Click it, the monitor will flash and distort, then return to normal. Forgot about this myself until a technician came out and degaussed the TV. Did it on my remaining CRT monitor and cleared up somewhat. I'm told this should be done regularly with CRT monitors.
