"According to Russian Defense Minister Sergei Ivanov, Russia has no intention to change its position on the 1972 Anti-Ballistic Missile (ABM) Treaty. Ivanov made his remarks during his talks with top Chinese officials on July 27. U.S. National Security Adviser Condoleezza Rice was in Moscow this week for ABM talks with Russian leaders. Russian President Vladimir Putin and U.S. President George Bush declared recently that talks on missile defense would be linked with talks on cutting strategic nuclear weapons. However, Russian diplomats said that during talks with Condoleezza Rice they did not hear new arguments that could convince Russia to make amendments to the treaty."
