Federal and state prosecutors have been researching a proposed remedy and want to offer it to the court as soon as possible, sources said. Although the research is not complete, sources said it will at least involve changes to Microsoft's business practices that were proposed to Jackson in addition to breaking up the company, including:

• Giving computer makers much greater flexibility to configure versions of the Windows operating system with applications -- such as Web browsers, instant messengers and streaming media players -- from providers other than Microsoft. The appeals court ruled that Microsoft could not commingle its operating system code with the code for its Web browser, Internet Explorer.

• Requiring Microsoft to make more accessible to independent software developers the software code that links applications to the Windows operating system.

• Prohibiting retaliation by Microsoft against business partners and developers that don't do the company's bidding or align too closely with Microsoft competitors.
