Reagan had dominion over congress and the senate much of his terms. What he wanted he got. Don't blame congress. If that is so then why did Tip O'Neal always say that Reagan's budget was "Dead On Arrival". The first couple of years the congress was afraid of him and his popularity and he did get what he wanted. The last six years it was business as usual. Bob
