Maurice, the only losers for low royalty rates granted by QUALCOMM for domestic sales in China by Chinese companies are the companies trying to increase the market for GSM in China. I have long believed that QUALCOMM has been right on target to offer royalties well below what would go to owners of GSM intellectual property. You may argue that the low royalties simply transfer valuable assets to the Chinese at our expense. I counter that the low royalties make possible ADDITIONAL royalties (and probably higher total profits for QUALCOMM) by moving the market faster to CDMA and away from GSM in China.
