Whatever the reason, it's probably the same one that applies to the lack of 1.5, 1.6, 1.7, and 1.8 P4s.

The single 1.6 listed is from a build to order ad, and the ad actually headlined a 1.4 P4, not a 1.6, but since it could be upgraded to a 1.6 for $49, it seemed more reasonable to list the machine that way (I don't list all the permutations that are often presented in bto ads, there is generally one configuration that is the best value, and that's the one I present).

Celeron has a huge cost advantage over Duron
My guess is that there is still some old Celeron stock being liquidated. By the way, you're confusing the cost with the selling price. We know from component costs that there is no significant cost advantage for Celeron, anymore. There does seem to be a selling price advantage for Duron.
