I remember one of the moderators in a debate on CNN last year on internet gaming quoting Thomas Jefferson to the effect that Jefferson thought a lottery was the best form of taxation because it's voluntary.

After just finishing David McCullough's biography of John Adams I now know why Jefferson, a spendthrift throughout his life, liked lotteries. When he was close to death and in debt, the VA. legislature created a special state lottery to help Jefferson get out of debt. But it proved unsuccessful.

I do not know if his love of lotteries preceded this propostion from the legislature.

Nothing like a little self interest to motivate a person!
