As was alluded to by Casey, the FISCAL downside is around 1% of revenue estimates, a virtual drop in the bucket. The bigger impact (if they did lose the contract) would be the potential for other customers to see a major governmental client who saw something in GX that was troublesome. GX would then be fighting a steeper uphill grade in selling their services, in order to overcome the prejudgement/mindset new customers might have. The psychology around the new telecom providers these days is most like a powderkeg... everyone is waiting around for the explosion.

A lot of people jumped on the news Friday as the "sign" that GX was about to blow. As it turns out, it was a false alarm that seems to have been manipulated out of proportion.
