According to the news release "Bermuda-based Global Crossing (GX: news, chart, profile) said Friday it was notified by the Defense Department that a contract to provide wide area network services may have to be re-bid due to possible procedural violations by the government in the bidding process."

... due to procedural violations by the government.

Will have to wait and see what those procedures involved.
