I pointed out, and without speculating as to what that reason might be, that retailers were promoting neither AMD's nor Intel's faster models.

You decided it was because they weren't satisfied with the cooling solution - but mentioned only AMD. I disagreed with your conclusion and pointed out that if it applied to AMD it also applied to Intel - in fact there was more avoidance of high speed Intel models than high speed AMD models.

There are now 10's of millions of field tested AMD processors that have high current draw - OEMs and even screwdriver shops know how to accommodate the K7 core. They have no equivalent experience to give them confidence when dealing with P4.

The fastest P4s actually draw a little more power under load, and are a little less tolerant of high temperature than K7, making them a bit more of a challenge to cool. If retailers are shy about the K7 core systems, they must be out and out nervous about the P4 systems - which would explain their avoidance of the top 4 P4 speeds while they only avoid the top 2 AMD speeds.

Except that I don't think that it's an issue for either processor. The OEM machines on retailers shelves today were speced from available chips nearly 2 months ago, and what we're seeing are the fastest, widely available, chips from that time.
