| SDI is part of a movement to rely less upon our strategic arsenal, to build it down, and to avoid the hard necessity of having to hit back with weapons of mass destruction if there is an attack on us. The whole idea was to retreat from the doctrine of MAD, which saves resources in the long run, as well as being more satisfactory morally. Additionally, we cannot be confident enough about rogue regimes, like North Korea, to depend solely on retaliation. Their behavior is often erratic, and, additionally, if we were to substantially reduce our nuclear arsenals, they might mistakenly take that as a sign of weakness. Finally, it is true that there are all sorts of risks that cannot be covered by SDI. However, SDI, by allowing us to revise our current defense posture, will ultimately free resources to better deal with the assortment of threats........ |
