You can thank Lyndon Johnson for the situation. He was so desperate to have something positive for his re-election, he had the SS funds rolled into the General Fund so he he could have a balanced budget in his last year as President, 1968. As I recall the total budget, by including SS, doubled to $200 billion, but it was balanced and everyone gave him credit for being a wizard. The immutability of the Law of Unintended Consequences is proven once again. Thank you, demolibs.
