I don't agree with your analogy of relating power dissipation to speed. Given the right programming, you can optimize for much better performance, while still avoiding the pitfalls that generate too much heat on the "hot spots". Besides, the throttling mechanism is only supposed to activate in the rarest of circumstances. A properly cooled system should never see any performance degradation, no matter what code the processor is running.
