I'm not ignoring you on purpose ....
just that the only experience I have with W2k *(limited, for it is the machine at my wife's desk at her office) is hooked up via network card to a T1 line...
but, I "suspect" (handy word for me lately) that you've NOT been connected ON THAT SAME LINE with another box and another modem and another OS ....

so, it could well be the capability of the phone line itself, rather than an internal hardware problem OR a O/S problem
....

I don't know anything about Flow Control, nor really anything about how it could be affecting you ...
and

well, I'll now pick on the modem itself ...
again, rather than internal setting ...

is it possible to remove the modem and install one you've had hooked up at 56k?
