Portage, there was no period of regulatory hands=off. That was a lot of twaddle. If prices were allowed to rise, people would have been very unhappy as home utility bills leaped upward. Tough titty! That's what happens to prices in a market with not enough to go around. They need to take Prozac and go on a course explaining supply and demand. Same for the businesses you say would shut their doors. Businesses so dependent on excessively cheap prices shouldn't be trying to do business in such a flakey place as California. Mqurice
