[Newspaper headline] Perfectum Mobile on the cellphone market

The Uzbek-US Perfectum Mobile joint venture will be the seventh company operating on
Uzbekistan's cellular market and the first to provide all types of services using the promising
technology of the CDMA [Code Division Multiple Access] radio channel.

A senior expert in the company's marketing department, Viktoriya Smykalina, said the
company would start to operate in September [2001]; meanwhile, an information service has
been set up specially to study the requirements and tastes of potential clients. As for the
prices for services, a tariff policy is being drawn up now.

In the next two years the company will prepare itself to provide a spectrum of mobile services
to clients and a foreign roaming service. The main tasks today are to create good-quality
communications over a wide geographic area and to choose types of international-standard
services with a flexible pricing policy that takes into account all strata of the population.

Perfectum Mobile flatly denied the rumours being puffed up about illusory communications
and the acquisition of the Rubicon U-tel joint venture, saying that "the communications were
more virtual than real since each enterprise is planning to continue to live independently". The
Rubicon U-tel joint venture, as far as known, is trying to regain its financial stability and former
