Can it be a trend?
I certainly hope so.
I would prefer to catch potential prisoners when they are young, and give them what they need to make them fit citizens (which usually means helping them with learning disabilities and giving them skills) rather than spend an enormous amount of money caging human beings who cannot act in socially appropriate ways.
