A use based charge of, for example, $.07 per megabyte of data received or sent seems reasonable and easy to administer. Such a charge emphasizes the value of content and the value of scarce resources (spectrum) for transmitting or receiving that content. If more service providers charged by the volume of information, that would result in better quality information and more efficient use of the service. Art
