Possibly. I don't know what the lag time is, for reporting and getting on that list (that is, are July and August sales on the list yet?). Insider sales tend to be clumped (one more example of herd behavior), and this may be just the first of a group. If we go another couple of months, with no further sales, and the stock is still below 15$, then I'd be willing to say insiders are not selling at these prices.

More striking than the NTAP sales, is the continuing avalanche of marketwide insider sales. One good marker of a market bottom is net insider buys (#, not total $s). This is as good a signal as net stock mutual fund withdrawals. (The crowd is usually wrong, insiders are usually right.)
