I asked this question long time ago.
Why do you need an MPEG2 encoder if the digital video streams your dealing with are already MPEG?

Digital satellite, Digital cable just keep it digital and store it.
If you had an MPEG decoder in your TV your done.
Cable box is just a tuner etc...

You would need an encoder to encoder analog video to digital.

Long term where would analog video exist?
