Competitive with whom? Texas Instruments? Certainly not AMD.

AMD has been in volume production of copper wafers, with copper polishing equipment and POD wafer handling for over a year. AMD made those investments a long time ago. AMD's current investment is taking them to SOI, which Intel hasn't even started yet.

Better subtract another $10 Billion from Intel's assets to factor in what they'll have to spend to match AMD's nearly completed copper/SOI production capability.
