Not an expert in this field, but Intel has stated that SOI is less of an advantage below .13u. Therefore by the time AMD has .13u/SOI up and running, intel is 1-1.5 yrs away from .10u (this is assuming that AMD and Intel meet approximate schedules).

Therefore if SOI does help, Intel may still push for .10u which would yield the speed benefits with the decreased production costs.
