Because non corporate debt(houshold debt) has also skyrocketed along with mortgage debt. The overall high level of debt makes creating demand by lowering rates much less effective. Ie you can feed someone only so much before no matter if the food is free they cant eat. Also the 1990's recession was quite severe.
