Rather than identify classes of people to whom such stricter laws would apply, why not make the laws stricter for all? After all, why isn't assault a felony in the first place?

That would be superficially fair, but I find it lacking in a very basic way. I think, for example, that the case of an adult male who took a swing at a woman, a child, or an elderly person in the course of a disagreement would be fundamentally different from the case of an adult male who did the same to another adult male. Not that the latter is acceptable, but it is far less offensive, in my view at least.
