P4 will be on .13 technology way before Athlon will, and it's sitting at least 25% to 40% frequency advantage right now. After .13 transition, that gap could get huge though Intel will likely have no reason to push it any farther then 40%. Once Hammer and .13 SOI come out, AMD might be back in the ghz frequency game again, but even that seems unlikely to me. As far as raw performance goes, an Athlon might be equal to a p4 when it's clocked 25% lower, but I wouldn't want to be the guy trying to sell it.
