washingtonpost.com I really feel sorry for Powell and the State Department. Any rationale person could read the above story and realize that there isn't a country that would believe anything that comes out of the State Department. I'm not even sure there is a country that would believe anything that Bush has to say...they would probably think .... we might as well wait till tomorrow....Bush will probably say something different. Ooops, in the spirit of the State Department, Bush will clarify his position. A Bush Strategy! Keep 'em guessing. Looks like the talks with the Russians are going exceptionally well. jttmab
