thomas.loc.gov S. 556 is dead...Bush opposes it...Congress will however send a clear message to the Bush administration that it supports a binding, international agreement on combating climate change and will be an amendment to a pending State Department bill that directs the White House to work with its international partners either to fix the Kyoto Protocol or to develop an alternative binding agreement.
