Grackle is a bird, a lot like a black bird, and the males have a huge fan-like tale that they use like a rudder. They have a unique call and are a nuisance in big numbers in trees.
encarta.msn.com You can go here to hear a version of their call, but they sound even more distinct around these here parts.
(PS, if I am totally missing something, it's not the first time. I just jumped in anyway).
