ECONOMY TALK: Fourth-quarter hiring plans are near levels seen during the last recession, with only 20% of durable goods manufacturers expecting to add workers during the fourth quarter and 16% planning to cut staff, to worst reading since 1982, according to Manpower Inc.'s quarterly survey. Just 19% of nondurable-goods manufacturers plan to hire new workers while 13% expect to continue cutting workers. Retail hiring plans are at their lowest level in eight years. Overall, less than a quarter of the nearly 16,000 companies surveyed plan to add employees in the fourth quarter while 11% plan reductions.
