If I may disagree, tax credit driven jobs are not job creation. This is at the heart of the fallacy of government jerrimandering of business. This is the type of corporate welfare I thought you'd abhor.

The flip side, then, would be that a business that downsizes its workforce just to boost the bottom line should pay more taxes, or pay taxes at a higher rate.

This is another fallacy, companies cutting jobs just to improve the bottom line. Jobs are cut when business slows or lines become obselete. However this whole concept does reveal the depths at which government, labor and business are intertwined.
