Social Security funds could be used
Congressional forecasters predict that funds
will be borrowed to help pay for current programs

Aug. 27 — The nation’s economic slump combined
with the tax cut signed by President Bush will
force the government to borrow $9 billion in
Social Security funds this year to pay for other
programs, the Congressional Budget Office said
Monday. Using the money would break a
commitment by Republicans and Democrats
alike not to use Social Security to pay for other
federal programs.
