It sounds to me that Mouskewitz sold the exisiting shareholders out. Dr. Weltman would have looked out for our benefit and this is why he was fired. The comment that maybe this is for the best because things have moved slowly over the past 2 years is overlooking the fact that Mouskewitz (not Dr Weltman) has been in charge of marketing and sales. Since Mouskewitz took over nearly 2 years ago, Perceptronics has had a Grand total of $20,000 of revenue from the IC3D technology. The $300,000 HLA Contract was cut in half, and the royalties from the sale of the PGTS business and the Eqyptian contract apparently have not been coming in. It should have been him to leave, not Dr. Weltman.
Also, the "new schedule" for the warrant purchases is totally for the benefit of Global. Either they don't have such "deep pockets" or they are not committed to the IC3D technology or they just want to show who's boss. Mouskewitz is acting like a front for them by proclaiming that the new schedule is "to better accommodate Perceptronics in meeting product development goal...." How so Fifo?

The newly authorized shares will be issued to Global for the merger of their other investment holdings at pennies per share. The original stockholders will hold such a small minority of stock that we will be powerless to do anything.
I smell a rat ..... and his name is Fifo!

I think it is time to call the SEC to investigate these dealings and to see an attorney about starting a Class Action Suit.
