Disclaimer: What I am suggesting may or may not have anything to do with your current problems but here goes anyway.

I'd get whatever you deleted into the recycle bin and send it back were it was. The explorer you get on a ctrl-alt-del is windows explorer, not internet explorer. Most sites tell you never to close explorer or systray.

Programs at startup

conmgr- Earthlink connection manager?
ram booster- have you installed this to "boost" your ram? If so I'd get rid of it. (uninstall...don't delete:-))

If you have your installation cd handy go to start|run|type in "sfc" (without quotes)and hit ok button. This will run system file checker and will prompt you if it finds a corrupted file.

Run a thorough scandisk with the fix automatically box checked.

Right-click my computer icon|properties|device manager tab and see if there are any exclamation marks by any of your devices.

Go to pcpitstop.com and run the tests to look for problems.

If none of these do anything to improve the situation I'd try reinstalling windows over the top of your current win98.
