They want to redefine the value/cost perception for the consumer. And they are going to abandon MHz as a system measurement in the meantime.

Give them a $10 billion ad budget and five years and I wouldn't give them a 50/50 probability.

Especially since they have spent 2 years convincing world + dog that the Athlon is great because of it's MHz (first to 1GHz... Higher MHz than any P3 on the planet, etc.).
