Well, a P/S range of 1-3 isn't too different from the 1995 range. At least it's in the ballpark.

Is it really fair to compare Nortel and JDSU? I mean, aren't they at different places in the supply chain? I wouldn't expect, say, AMAT and INTC and Dell to have the same PE and P/S ranges, so why should I expect Nortel and JDSU to? Would you expect JDSU and WCOM to end up in the same P/S range?

There is usually a "sweet spot" in the supply chain, one (and only one) location in the chain of buyers and sellers, where margins stay high and products don't get commoditized. I think, longterm, that JDSU sits at that location.
