The duties results in $B being transferred from the Canadian lumber producers to the American lumber producers. With a couple of billions of dollars, the Americans could buy out all of the Canadian companies if they wanted to ... Slocan, West Fraser, probably all of the major producers.

The Canadian Government ought to pass a law that says that any American lumber company that received $ from the duties is forbidden from buying any Canadian Forest products company. Otherwise the Americans will buy out the Canadian industry with their own money. After the Americans control the Canadian market, then the duty will disappear.
