Tom, Voter turnout has been reaching historic lows in
europe and many other places around the world. (michael
Barone was a guest on C-span last month, citing statistics)

In England voting rates are down in the 60+% area, not as
low as the US but it is a trend.

This is not to say that there are problems and issues to
be dealt with.
