McDougal was a manic-depressive who died of cancer. They had to pick on a mentally ill man and try to exploit his mood swings. His problems were well known among the Arkansas Republicans who had dwelt with him for years. Some wealthy Republican benefactors tried to use him in order to get to CLinton. Stephens was a name of a Republican who backed Bush Sr. and was instrumental in funding much of the early CLinton chase.
