Yes, I think so. And margin on the Nas has gone down at about the same proportion as the index has gone down, since the 2000 top, so leverage has not decreased since the top. Caveat: since shorting counts in the margin total, and short interest is up, leverage may be down (somewhat) from the 2000 highs. I'm not sure how to sort out the numbers, or whether the available data makes it possible to figure out how leveraged tech investors still are.
