I'm running IE5.5 on WinMe and I think that the hourglass while busy not functioning properly is caused by a combo of those two ..
sometimes I can get the hourglass to pop up IF I move the cursor ...

The hourglass will show if you move the cursor upward into the toolbar or above.

The same condition exists in Windows XP as in ME.

Sometimes when a new operating system is installed one must go to Control Panel and into the Mouse settings and do a reset in order to install the desired cursor.
