LW No I don't beleive that at all but I do believe he would have:-

A. Had a Secretary of the Treasury and Secy of Commerce that didn't give the impresssion that they find all this economic stuff intelectually "challenging".

and

B. I beleive he would by now have initiated Concerted Action.
