It most certainly does not. Intel gives the consortium access to the specs, and works together to modify them to fit everyone's needs. Hypertransport and 3GIO use completely different protocols, so it's extremely unlikely that they will end up with a spec that supports both standards. As for proprietary progress, Intel has no obligation to share this with the consortium, so AMD and nVidia will not have access to it.
