When you do a clean install, do you have to reformat the hard disk, or can you do a clean install over an old version of Windows?

I'm thinking of upgrading all my computer, some on Win 95, some on Win 98 depending on when they were bought, to Win 2000. Can I do this on a clean install basis without destroying my existing data?

Any advice on whether to go 2000 or ME? I want to avoid XP, I think.
