All IMHO, no guarantees

Motorola basically claimed,

- the spec is clearly written and everyone has nothing to
worry about if they read the spec.

- we have tested and verified it, your fault if you havn't

(- we are the only one who have the magic sauce, you others
are thus morons)

Not even (hello) BT agreed fully but acknowledged the
problem and the risk.

From the arguments of the anti-DCCM goup one can read that
they fear the possibilty of allowing any BCCH-only (the
tested,verifiable thing) claiming to be GPRS.

Additionally argument that allowing BCCH-only handsets would
delay introduction of PBCCH..

PBCCH where PBCCH is used by the network,is, as Motorola
points out, as everyone knows, the one and only, mandatory
protocol for handsets "camping" in that future PBCCH capable
cell, the thingy needed to be fixed, one way or the other.

What all Motorola-based standpoints fail to comment, argue on,
is "can the PBCCH protocol be tested and verified at this
point in history" to ensure the reality of PBCCH capable
cells in the future.
(the Telia guy additionally thinks about handoffs between
yes and no cells, smart)

The question boils down to this,IMO

- releasing tens,hundreds of millions of handsets with
a one-and-only, mandatory function which yet is to be
tested and verified.

- Motorola claims "it is a piece of cake", we have tested
some parts of cake already, the receipt is great.

The (suggested) decision is that GPRS handsets can be
released with only the tested,verified control channel,
non-packet protocol, making it possible to do exactly
that!!

Note that members in the standard bodies are members
as long as they support the standards, Nokia cannot
(easily) release non-standard handsets according to the
"spirit" of the whole fricking thing.

Maybe motorola, getting out of handsets, can do that,
move over the risk of future recalls and upgrades to their OEMs??
Count on a nice, motorola-implementation restricted, cozy
domestic market??

The reiterate, the suggested decision allows Nokia, as
a constructive member of the standardization body, as
well makes it mandatory for the operators, to "legally"
deploy, release handsets using "only" the tested, verified,
existing BCCH system.

PBCCH and DCCM coexisting:

If that bit can activate either BCCH-only behaviour
and BCCH-PBCCH behavior it should work.

But as BCCH-only capabilities are approved, the
BCCH-PBCCH behaviour becomes a matter for "near time
studies,tests and verification", as it should be.

tested and verified", the rest are not.
