>>What would be the "cheapest investment" you could make to generate revenue from that NEW spectrum??<<

The cheapest investment, from the point of view of the larger companies, would be to keep doing the same old things the same old ways. Large companies like Vodafone and Verizon, unfortunately, have lost the entrepreneurial spirit and, having control over large portions of the market, don't need to be innovative. They acquire an attitude that it's okay to provide whatever service they think is sufficient, and when, rather than try to meet or generate new demand. It's this stodgy attitude that will result in less interest in the real possibilities of CDMA, and will in the end make CDMA a first class technology with hardly more than ten percent of the market.
