The National Petroleum Council is an advisory group - not the DOE's primary source of information. In addition to publicly available information, they have the legal authority to (and do) send myraid forms out to every company remotely connected to the energy industry. Reporting is mandatory and statutory penalties for non-compliance exist. Do you have a link to the LA Times article you mentioned?
