And is that not in fact what is observed?

What do you mean by "inherent in the nature of man"? Breathing may be inherent in the nature of man; speech most likely is. But the principles of a legal system? I find that very hard to believe.

And history to this point appears to contradict that. Even government is no more that 10,000 years old; democracy no more than 2500; "the rights of man" no more than a few hundred. For something inherent, they certainly took a long time to emerge.
