Rande, this is an exaggeration:

The SEC did NOT announce any such plan. Bloomberg reported the SEC was WORKING on a proposal to TEST a change in the short-sale rule on some heavily-traded stocks not too susceptible to manipulation. When the SEC proposes such a rule, it will be open to public comment. Trying to comment on an alleged rule change before it's published just isn't the American way of governance.
