If DoCoMo rolls out shoddy services which get ridiculed and rejected by the Japanese public, this would give DoCoMo a huge black eye, set back the cause of WCDMA (and the attendant revenue stream for Q) for a good long time as WCDMA will be perceived to be a rat hole.

I wish WCDMA luck, though I may dislike it emotionally.
